The DHS Board of Appeals will decide whether or not to accept your application for an administrative stay of removal. You can apply for the stay directly with a local DHS office.

The federal court can grant a judicial stay of removal to an immigrant who has applied for it. A court of appeals can explain the legal standard for obtaining this relief from removal. A stay of removal is not automatically granted. This process can be complex and the application can be difficult to understand.
